Dictate relates to two different realities in a biblical sense. The first mention is in the book of Prophet Jeremiah. Jeremiah dictated all the words the LORD had spoken to him, just like I have done on this blog.
'They asked Baruch, "Tell us, how did you come to write all this? Did Jeremiah dictate it? 'Yes." Baruch replied, "he dictated all these word to me, and I wrote them in ink on the scroll." Jeremiah 36:17-18
Jeremiah told Baruch, "I am restricted' and he told Baruch to go to the house of the LORD and read the words from the scroll as they were dictated. Perhaps then they will bring their petition before the LORD and will each turn from their wicked ways, for the anger and wrath pronounced against this people by the LORD are great.
We all know what happened to those people in that city because they refused to listen. It was completely destroyed. The word appears again in Micah 7 and that is about the 'Misery of Israel' and it states 'The faithful have been swept from the land; not one upright person remains'. Then Israel is brought into the light when they see his righteousness. Prophet Hosea also predicted that the LORD would betroth his people to him in righteousness and faithfulness and that he would plant HER in Jezreel he did that in May 2006. His Harp of Faithfulness.
Micah 7 finishes with the following:
Shepherd your people with your staff, the flock of your inheritance, which lives by itself in a forest, in fertile pasturelands. Let them feed in Bashan and Gilead as in days long ago “As in the days when you came out of Egypt, I will show them my wonders.”Nations will see and be ashamed, deprived of all their power. They will put their hands over their mouths and their ears will become deaf. They will lick dust like a snake, like creatures that crawl on the ground. They will come trembling out of their dens; they will turn in fear to the LORD our elohiym and will be afraid of you.
Who is an elohiym like you, who pardons sin and forgives the transgression of the remnant of his inheritance? You do not stay angry forever but delight to show mercy. You will again have compassion on us; you will tread our sins underfoot and hurl all our iniquities into the depths of the sea. You will be faithful to Jacob, and show love to Abraham, as you pledged on oath to our ancestors in days long ago.
As we know Israel is the land of Jacob and in my reality Abraham is also to do with Egypt. Gilead is to do with healing.
May your will be done LORD, your wish is my command.

PS No coincidence that this is post 30, and 30 is the gematria value of the Lamed. In the ancient pictographs it is the shape of the shepherds staff. 30 is also to do with the spiritual law in the NT.
