From the Torah the words are as follows: God is not man to be capricious, or mortal to change his mind. Would he speak and not act, Promise and not fulfill. In other words God doesn't act like man that thinks he is mortal. Now the word translated as God in that passage is actually el and should be translated as such.
So it should say 'El is not man to be capricious, or mortal to change his mind. Would he speak and not act. Promise and not fulfill'. In the ancient pictographs that predate language as we know it. The first Hebrew letter AL that is also EL is the picture of an OX HEAD representing strength and power of an animal.

Now its interesting that verse mentions the promise, because the promise also relates to the promise made to Moses about the one that would come. I have also been questioned again on that today. Muslims are unaware that the name is written in the Torah and the messenger that came out of Saudi did not have the name that was given by the LORD. When the LORD said 'God will raise up' he was giving the name of the one that he promised. ELIAKIM means 'God will raise up'.
Chapter 23 of Numbers, also relates to the analogy of Obama. EL is telling Obama that EL is not mortal like him because EL keeps their promises, just like the heavenly Father kept his promise to Israel and the children of the world.
