A Welsh leader tells England to pay for water that they give, England has propped up the Welsh economy for decades, and they have the audacity to even suggest that England should pay for its water. There is enough water for everyone, the oceans are full of it. London already has its first desalination plant and there is no reason why there should not be more of them around the country. Desalination is essential, because no nation or country should be reliant on another for water.
